The landlord is responsible, by contract, to pay the utilities. She neglects to do so, and causes a utility to get shut off on average every other month. She is a nightmare to deal with and never takes responsibility for her actions. She never calls ahead, maintenance just shows up and she expects you to let them in. Also, she tends to visit the property alot and go into the basement for hours at a time. Save yourself a huge hassle and don't rent here unless you don't mind having no hot water, heat, electricity, or water on occasion.
